I, Celso Ruiz, post to the website of the local educational agency (or equivalent) the COVID Safety Plan, which consists of two elements: the COVID-19 Prevention Program (CPP), pursuant to CalOSHA requirements, and this CDPH COVID-19 Guidance Checklist and accompanying documents, which satisfies requirements for the safe reopening of schools per CDPH Guidance on Schools. For those seeking to open while in the Purple Tier, these plans have also been submitted to the local health officer (LHO) and the State School Safety Team.
I confirm that reopening plan(s) address the following, consistent with guidance from the California Department of Public Health and the local health department:

Stable group structures (where applicable): How students and staff will be kept in stable groups with fixed membership that stay together for all activities (e.g., instruction, lunch, recess) and minimize/avoid contact with other groups or individuals who are not part of the stable group.
Grades TK - 6: Students will be assigned to stable groups that stay together all day with their core teacher (and any support staff who is present). Lunch will be provided through grab n go service. Staggered breaks will be implemented with individualized activities being encouraged.
Please provide specific information regarding:

Groups will be dependent on classroom size to ensure proper physical distancing and to minimize mixing. Stable groups will contain a minimum of twelve students and a maximum of twenty-five with the current 6 ft. of social distancing restriction.

Entrance, Egress, and Movement Within the School: How movement of students, staff, and parents will be managed to avoid close contact and/or mixing of cohorts.

Face Coverings and Other Essential Protective Gear: How CDPH’s face covering requirements will be satisfied and enforced for staff and students.
Face mask guidance shall follow the California Department of Public Health. Holtville Unified School District will require all individuals on school premises to wear a mask.
Health Screenings for Students and Staff: How students and staff will be screened for symptoms of COVID-19 and how ill students or staff will be separated from others and sent home immediately.
All staff and students must complete the HUSD Daily COVID-19 Symptom Check-In/Questionnaire prior to entering school property. Permission to enter campus will not be permitted if the Check-In/Questionnaire is not completed by a specified time. All individuals entering district property will have their temperature taken at a designated location.
Healthy Hygiene Practices: The availability of handwashing stations and hand sanitizer, and how their safe and appropriate use will be promoted and incorporated into routines for staff and students.
Each campus will provide either handwashing/hand sanitizing stations at accessible locations throughout the campus. Staff will be required to complete the “COVID-19 School Based Guidelines” online training. Staff will receive training by the district nurse on COVID-19 safety and prevention measures. Teachers will educate their students as to COVID-19 Guidelines, proper hand washing/disinfecting techniques, respiratory etiquette, and the proper use of a face mask. Teachers will implement a daily hand hygiene routine.
Identification and Tracing of Contacts: Actions that staff will take when there is a confirmed case. Confirm that the school(s) have designated staff persons to support contact tracing, such as creation and submission of lists of exposed students and staff to the local health department and notification of exposed persons. Each school must designate a person for the local health department to contact about COVID-19.
The COVID-19 Team will document, trace and monitor all confirmed cases and exposures in the HUSD adopted COVID-19 tracking system. The HUSD COVID-19 Team is comprised of site administrators, the district nurse, district administration, and health clerks. HUSD will follow the Imperial County Public Health Department (ICPHD) reporting protocols.
Physical Distancing: How space and routines will be arranged to allow for physical distancing of students and staff.
Physical distancing guidelines will be enforced for all individuals on campus. Signage will be posted throughout campus to reinforce social distancing. Students will be escorted to and from classrooms by a designated staff member while maintaining mandatory physical distancing. Classrooms will be arranged to ensure physical distancing guidelines between students and staff are implemented.
Physical distancing will always be maintained when students are outside. School outdoor recreation equipment will not be used until advised otherwise by state or local health officials. Only contactless Physical Education will be allowed, as well as activities, in which equipment is not shared.
Rearranged furniture and play spaces to ensure mandated physical distancing between students.
Physical distancing should always be maintained when students are taken outside. All students will face the same direction.
Plan for physical distancing among staff. Staff will avoid congregating in any area that the mandated distancing requirement cannot be met. Workspaces will be rearranged and ‘distancing’ information will be displayed. Social distancing will be adhered to during staff development meetings. Adjust staff schedules as necessary.

Physical distancing will be adjusted according to state and local guidelines. In areas where physical distancing is not possible, protective barriers will be in place.
Staff Training and Family Education: How staff will be trained and families will be educated on the application and enforcement of the plan.
Staff will be required to complete the “COVID-19 School Based Guidelines” online training. Staff will receive training by the district nurse on COVID-19 safety and prevention measures.
Teachers will educate their students as to COVID-19 Guidelines, proper hand washing/disinfecting techniques, respiratory etiquette, and the proper use of a face mask. Signage is posted throughout campuses requiring the use of face coverings, hand washing, proper respiratory etiquette and social distancing.
Families will be educated via the following: HUSD website, signage throughout all campuses, flyers that are sent home, school social media accounts, online meetings and other communication platforms.
HUSD will continue to inform all stakeholders of the latest updates regarding Imperial County Public Health Department COVID-19 Guidelines on a regular basis.
Testing of Staff: How school officials will ensure that students and staff who have symptoms of COVID-19 or have been exposed to someone with COVID-19 will be rapidly tested and what instructions they will be given while waiting for test results. Below, please describe any planned periodic asymptomatic staff testing cadence.
Staff who display symptoms will be sent home to get tested. They may return to school 72 hours after symptoms have resolved and with proof of a negative test.
Employees with chronic or pre-existing conditions causing COVID-related symptoms will be required to provide a note from their health care provider regarding their chronic illness.
If staff test positive, they will follow ICPHD isolation guidelines or orders from their health care provider. If staff were exposed and test negative, they must stay home per ICPHD quarantine guidelines.
We encourage staff to use the state and county free testing sites as needed.

Testing of Students: How school officials will ensure that students who have symptoms of COVID-19 or have been exposed to someone withCOVID-19 will be rapidly tested and what instructions they will be given while waiting for test results. Below, please describe any planned periodic asymptomatic student testing cadence.
Students who display symptoms will be sent home and must isolate in case they are infectious. The Guidance includes the possibility of a return to school in the case of a negative test for SARS-CoV-2 and 24 hours after the fever is resolved and symptoms are improving.
If they refuse to get tested, they will be assumed positive and follow ICPHD isolation guidelines. Students with chronic or pre-existing conditions causing COVID-related symptoms will be required to provide a note from their health care provider regarding their chronic illness. If students test positive, they will follow ICPHD isolation guidelines or orders from their health care provider. Identification and Reporting of Cases: At all times, reporting of confirmed positive and suspected cases in students, staff and employees will be consistent with Reporting Requirements.
Students, staff, and employees who exhibit COVID-19 symptoms will be identified through the Daily COVID-19 Symptom Check-In/Questionnaire. All staff and students will have their temperature checked daily. Screening staff will be trained on screening protocols, use of screening equipment, and COVID-19 symptoms.
Positive cases and exposures will be reported to ICPHD per the Guidance for COVID-19 Case Reporting by Schools Directive dated January 14, 2021.
Communication Plans: How the superintendent will communicate with students, staff, and parents about cases and exposures at the school, consistent with privacy requirements such as FERPA and HIPAA.
HUSD will inform students, staff and parents of cases and exposures in accordance with FERPA and HIPAA laws.
