COVID-19 Prevention Program (CPP), Holtville Unified School District

This CPP is designed to control exposures to the SARS-CoV-2 virus that may occur in our workplace.

Date: February 25, 2021

Authority and Responsibility


Celso Ruiz, Superintendent, has overall authority and responsibility for implementing the provisions of this CPP in our workplace. In addition, all managers and supervisors are responsible for implementing and maintaining the CPP in their assigned work areas and for ensuring employees receive answers to questions about the program in a language they understand.

All employees are responsible for using safe work practices, following all directives, policies and procedures, and assisting in maintaining a safe work environment.

Identification and Evaluation of COVID-19 Hazards

We will implement the following in our workplace:

  1. Conduct workplace-specific evaluations using the Appendix A: Identification of COVID-19 Hazards form.
  2. Evaluate employees’ potential workplace exposures to all persons at, or who may enter, our workplace.
  3. Review applicable orders and general and industry-specific guidance from the State of California, Cal/OSHA, and the local health department related to COVID-19 hazards and prevention.
  4. Evaluate existing COVID-19 prevention controls in our workplace and the need for different or additional controls.
  5. Conduct periodic inspections using the Appendix B: COVID-19 Inspections form as needed to identify unhealthy conditions, work practices, and work procedures related to COVID-19 and to ensure compliance with our COVID-19 policies and procedures.
    1. Identify areas of traffic (i.e. lounge, library, restrooms, office, etc.)
    2. Determine areas where six-foot physical distancing is not possible (entry gates, walkways, etc.)
    3. Identify where barriers are needed to prevent the spread of COVID-19
    4. Identify the use of shared items
    5. Evaluate the need for disinfecting supplies
    6. Identify PPE needs
    7. Evaluate the exchange of supplies and materials process
    8. Evaluate the need for family education regarding HUSD COVID-19 guidelines

Employee Participation


Employees and their authorized employees’ representatives are encouraged to participate in the identification and evaluation of COVID-19 hazards by:


All departments within the HUSD provided input in identifying and evaluating COVID-19 hazards through regular meetings with the HUSD COVID-19 Team and departments.

Employee, Student, and Visitor Screening

Employee Screening

We screen our employees by:

  1. All individuals are required to self-screen daily via the Daily COVID-19 Symptom Check-In/Questionnaire.
  2. Daily temperature checks are conducted for all individuals entering campus using non-contact thermometers.
  3. Face masks are required during screening as per CDPH face mask guidance.


Student Screening

We screen our students by:

  1. Designated ingress and egress points to access campus.
  2. Screening (including completion of the symptom questionnaire, appropriate face masks) at ingress points and bus stops completed by a designated staff member.
  3. All individuals are required to self-screen daily via the Daily COVID-19 Symptom Check-In/Questionnaire.
  4. Staggered arrival times by cohort/grade level.
  5. Daily temperature checks are conducted for all individuals entering campus using non-contact thermometers.
  6. Hand washing/hand sanitizing is conducted upon entry.
  7. Face masks are required during screening as per CDPH face mask guidance.


Visitor Screening

We screen our visitors by:

  1. Visitors will not be permitted on campus unless pre-approved by the site administrator.
  2. Site administrators will establish protocols for all pre-approved visitors.
  3. Screening (including completion of the symptom questionnaire, appropriate face masks) at ingress points and bus stops completed by a designated staff member.
  4. All individuals are required to self-screen daily via the Daily COVID-19 Symptom Check-In/Questionnaire.
  5. Daily temperature checks are conducted for all individuals entering campus using non-contact thermometers.
  6. Hand washing/hand sanitizing is conducted upon entry.
  7. Face masks are required during screening as per CDPH face mask guidance.

Correction of COVID-19 Hazards

Unsafe or unhealthy work conditions, practices or procedures will be documented on the Appendix B: COVID-19 Inspections form, and corrected in a timely manner based on the severity of the hazards, as follows:

HUSD COVID-19 Team, school site administrators, and Maintenance Director are responsible for the following corrections:

  1. Signage and barriers have been installed in areas of traffic (i.e. lounge, library, restrooms, office, etc.).
  2. Directional arrows and signage have been placed to direct the flow of traffic while maintaining spacing (entry gates, walkways, etc.).
  3. Plexiglass shields and sneeze guards have been purchased and have been set up to prevent the spread of COVID-19.
  4. Additional supplies have been purchased to prevent the sharing of items.
  5. Disinfecting supplies have been purchased to facilitate proper cleaning and sanitizing.
  6. Additional PPE has been provided.
  7. Plans and procedures have been put in place to ensure a contactless exchange of supplies and materials.
  8. Education on HUSD COVID-19 guidelines has been provided to staff and family.
  9. Daily COVID-19 Symptom Check-In/Questionnaire are reviewed by designated staff in a timely manner.
  10. Daily temperature checks are conducted for all individuals entering campus using a non-contact thermometer.
  11. Signage to enforce face masks as per CDPH face mask guidance has been installed.

Controls of COVID-19 Hazards

Physical Distancing


Where possible, we ensure at least six feet of physical distancing at all times in our workplace by:

  1. Teachers are equipped to work remotely from home if needed.
  2. Shields and sneeze guards have been purchased and have been set up to prevent the spread of COVID-19.
  3. Classrooms and workspace areas have been arranged to facilitate six-foot distancing.
  4. Designated ingress and egress points have been assigned for students.
  5. The movement of individuals will be minimized and monitored by staff to prevent intermingling.
  6. Individuals are discouraged from congregating in any area that 6 ft. distancing cannot be met.
  7. Visitors must have prior approval from the site administrator and will be screened prior to entering campus.


Individuals will be kept as far apart as possible when there are situations where six feet of physical distancing cannot be achieved.

Face Coverings

We provide clean, undamaged face coverings and ensure they are properly worn by employees over the nose and mouth when indoors, and when outdoors and less than six feet away from another person, including non-employees, and where required by orders from the California Department of Public Health (CDPH) or local health department.

  1. Mask guidance shall follow the CA Dept. of Public Health as well as the Imperial County Public Health Dept. guidelines.
  2. Face masks are required for all individuals entering campus.
  3. Cloth masks and disposable masks will be provided as needed.

Currently, people in California must wear face coverings when they are outside of the home unless one of the exemptions below applies:

  1. Persons in a car alone or solely with members of their own household.
  2. Persons who are working in an office or in a room alone.
  3. Persons who are actively eating or drinking provided that they are able to maintain a distance of at least six feet away from persons who are not members of the same household or residence.
  4. Persons who are outdoors and maintaining at least 6 feet of social distancing from others not in their household. Such persons must have a face covering with them at all times and must put it on if they are within 6 feet of others who are not in their household.
  5. Persons who are obtaining a service involving the nose or face for which temporary removal of the face- covering is necessary to perform the service.
  6. Workers who are required to wear respiratory protection.
  7. Persons who are specifically exempted from wearing face coverings by other CDPH guidance.

Any employee not wearing a face-covering due to an exemption from the CDPH masking guidance must use a face shield with a drape or other effective alternative, or respiratory protection. If for any reason the employee is unable to do so, the unmasked employee shall be at least six feet apart from all other persons at all times.

Engineering Controls

We implement the following measures for situations where we cannot maintain at least six feet between individuals:

  1. Shields and sneeze guards have been purchased and have been set up in areas where six feet between individuals can not be maintained.
  2. Designated ingress and egress points have been assigned for students.
  3. The movement of individuals will be monitored by staff to prevent intermingling.
  4. Individuals are discouraged from congregating in any area that 6 ft. distancing cannot be met.
  5. Face covers need to be worn at all times unless they have an exemption and provide medical documentation.

We maximize, to the extent feasible, the quantity of outside air for our buildings with mechanical or natural ventilation systems by:

  1. HVAC systems are in place to provide the continuous circulation of outside air.
  2. Air-purifying devices will be installed in HVAC systems to create a healthy environment.
  3. HVAC filters are changed on a regular basis and regular maintenance is performed.

Cleaning and Disinfecting

We implement the following cleaning and disinfection measures for frequently touched surfaces:


We adhere to the following protocols in accordance with the Centers for Disease Control and Prevention cleaning and disinfecting guidelines

  1. Adequate cleaning/sanitizing supplies will be available district-wide (disinfectants, soap, hand-sanitizer, UV lamps, paper towels, facial tissues, etc.)
  2. Cleaning and disinfecting of classrooms occurs nightly and as-needed.
  3. Custodial staff involved in disinfecting and cleaning will wear personal protective equipment (PPE) at all times and follow supervisor instructions when disinfecting COVID-19 exposed areas.
  4. Classroom staff will disinfect surface areas routinely throughout the day (desks, tables, chairs, keyboards, phones, headsets, and other high-touch areas).
  5. Daily disinfecting of high-touch surfaces will be performed by custodial staff (door handles, desks, chairs, phones, sneeze guards, drinking fountains, sink handles, restroom surfaces, and floors).
  6. Use of UV-C light to disinfect facilities as-needed.
  7. Restrooms are maintained, stocked, and sanitized frequently throughout the day.
  8. Cleaning checklists are being implemented in facilities to ensure adequate sanitizing routines are followed.


Should we have a COVID-19 case in our workplace, we will implement the following procedures:

We adhere to the following protocols in accordance with the Centers for Disease Control and Prevention cleaning and disinfecting guidelines

  1. All exposed areas will be vacated for a minimum of 24 hours to allow for additional sanitization.
  2. UV-C lamps will be utilized prior to custodial staff entering to disinfect the area.
  3. Cleaning and disinfecting of exposed areas will be performed by HUSD custodial staff.
  4. Custodial staff have been trained on the proper use of PPE, materials, supplies for disinfecting, and UV-C lamp operation.
  5. A return to the exposed area will be determined by the COVID-19 Team.
  6. The HUSD COVID-19 team will consult with the ICPHD school liaison at any time deemed necessary.

Shared Tools, Equipment and Personal Protective Equipment (PPE)


PPE must not be shared, e.g., gloves, goggles and face shields.

Items that employees come in regular physical contact with, such as phones, headsets, desks, keyboards, writing materials, instruments and tools must also not be shared, to the extent feasible. Where there must be sharing, the items will be disinfected between uses by:


  1. Additional equipment and supplies have been purchased to minimize the sharing of items.
  2. Shared items must be disinfected between usage by teacher/aide/additional staff.
  3. Disposable items will be discarded after use.


Sharing of vehicles will be minimized to the extent feasible, and high-touch points (for example, steering wheel, door handles, seatbelt buckles, armrests, shifter, etc.) will be disinfected between users.

Hand Sanitizing

In order to implement effective hand sanitizing procedures, we:

  1. Additional hand-washing stations have been purchased and installed.
  2. Hand-washing stations/hand sanitizer stations have been placed throughout campus.
  3. Hand sanitizer is available in the classrooms and students have access to wash their hands when needed.
  4. Teachers will implement a daily hand hygiene routine in their classrooms.

Personal Protective Equipment (PPE) Used to Control Employees’ Exposure to COVID-19

We evaluate the need for PPE (such as gloves, goggles, and face shields) as required by CCR Title 8, section 3380, and provide such PPE as needed.

When it comes to respiratory protection, we evaluate the need in accordance with CCR Title 8 section 5144 when the physical distancing requirements are not feasible or maintained. [reference section 3205(c)(E) for details on required respirator and eye protection use.]

We provide and ensure use of eye protection and respiratory protection in accordance with section 5144 when employees are exposed to procedures that may aerosolize potentially infectious material such as saliva or respiratory tract fluids.

  1. All sites district-wide will have a sufficient amount of screening equipment and personal protective equipment (PPE: face-masks, face shields, gloves, gowns, sneeze guards, thermometers, nursing equipment, etc.).
  2. PPE/equipment will be restocked as needed.
  3. Classrooms will be equipped with disposable face coverings, gloves, hand sanitizer, plexiglass sneeze guards, and thermometers.
  4. Gowns and face shields are available for added protection, or as needed.

Investigating and Responding to COVID-19 Cases

This will be accomplished by using the Appendix C: Investigating COVID-19 Cases form.


  1. An investigation is triggered if a student or employee responds YES to any question from the Daily COVID-19 Symptom Check-In/Questionnaire or exhibits any symptoms while on site. Staff who display COVID-19 symptoms at school must immediately inform their supervisor and will be sent home to await guidance from the COVID-19 Team.
  2. A temperature over 100.4º F during the temperature check for all staff and students may also trigger an investigation.
  3. Screening staff will be trained on screening protocols, use of screening equipment, and COVID-19 symptoms.
  4. Any student or staff member exhibiting signs of COVID-19 symptoms at the time of screening (i.e. 100.4° F or above temperature, cough, shortness of breath or difficulty breathing, sore throat, new loss of taste or smell, chills, head or muscle aches, nausea, diarrhea, vomiting) will not be permitted on campus and will be referred to the COVID-19 Team.
  5. Investigations are also triggered when an outbreak of three or more per school site is reported to the COVID- 19 Team.
  6. The students and staff members may be advised according to ICPHD Quarantine Guidance for COVID-19 Close Contacts.
  7. Students and staff will be provided information for testing and encouraged to follow ICPHD guidelines.
  8. Reporting will follow the Case Reporting by Schools Directive dated January 14, 2021.

System for Communicating

Our goal is to ensure that we have effective two-way communication with our employees, in a form they can readily understand, and that it includes the following information:


  1. Who employees should report COVID-19 symptoms and possible hazards to, and how:

Employees:

  1. Reporting expectations will be consistent with HIPAA compliance and guidance from the health department.
  2. Daily COVID-19 Questionnaire is completed by all HUSD staff daily and reviewed by the designated COVID Team.
  3. Any staff member exhibiting symptoms or having been in close contact with a positive COVID-19 case must notify their supervisor.
  4. Staff members may report possible hazards to their direct supervisor or the COVID Team.
  5. HUSD will follow the ICPHD reporting protocols.

Students:

  1. Reporting expectations will be consistent with HIPAA compliance and guidance from the health department.
  2. Daily COVID-19 Questionnaire is completed by all HUSD students/parents daily and reviewed by the designated COVID Team.
  3. Any student exhibiting symptoms or having been in close contact with a positive COVID-19 case must notify their school site.
  4. Students may report possible hazards to their teacher.
  5. HUSD will follow the ICPHD reporting protocols.

Parents/School Community:

  1. The COVID-19 Questionnaire is completed by all HUSD visitors and reviewed by the designated COVID Team.
  2. Any visitor exhibiting symptoms or having been in close contact with a positive COVID-19 case will not be allowed on campus.
  3. Parents and community members may report possible hazards to their school site.

2. That employees can report symptoms and hazards without fear of reprisal.

3. Our procedures or policies for accommodating employees with medical or other conditions that put them at increased risk of severe COVID-19 illness.

4. Where testing is not required, how employees can access COVID-19 testing:


The COVID Team provides resources and guidance for available testing.

In the event we are required to provide testing because of a workplace exposure or outbreak, we will communicate the plan for providing testing and inform affected employees of the reason for the testing and the possible consequences of a positive test.

If HUSD COVID-19 team requires an employee to receive testing during work hours because of an exposure, the employee will be released from work to receive testing.

Information about COVID-19 hazards employees (including other employers and individuals in contact with our workplace) may be exposed to, what is being done to control those hazards, and our COVID-19 policies and procedures.

Visitors must have prior approval from the site administrator and will be screened prior to entering campus.

Training and Instruction

We will provide effective training and instruction that includes:

  1. Our COVID-19 policies and procedures to protect employees from COVID-19 hazards.
  2. Information regarding COVID-19-related benefits to which the employee may be entitled under applicable federal, state, or local laws.
  3. The fact that:
    1. COVID-19 is an infectious disease that can be spread through the air.
    2. COVID-19 may be transmitted when a person touches a contaminated object and then touches their eyes, nose, or mouth.
    3. An infectious person may have no symptoms.
  4. Methods of physical distancing of at least six feet and the importance of combining physical distancing with the wearing of face coverings.
  5. The fact that particles containing the virus can travel more than six feet, especially indoors, so physical distancing must be combined with other controls, including face coverings and hand hygiene, to be effective.
  6. The importance of frequent hand washing with soap and water for at least 20 seconds and using hand sanitizer when employees do not have immediate access to a sink or hand washing facility, and that hand sanitizer does not work if the hands are soiled.
  7. Proper use of face coverings and the fact that face coverings are not respiratory protective equipment - face coverings are intended to primarily protect other individuals from the wearer of the face covering.
  8. COVID-19 symptoms, and the importance of obtaining a COVID-19 test and not coming to work if the employee has COVID-19 symptoms.


Staff Training

  1. Staff are required to complete the “COVID-19 School-Based Guidelines” online training.
  2. Staff received training by the district nurse on COVID-19 protocols, safety, and prevention measures.
  3. Signage and daily reminders are posted throughout campuses reinforcing COVID-19 protocols.
  4. HUSD Human Resources personnel will inform employees of COVID-19 related benefits to which they are entitled.
  5. HUSD will continue to train all stakeholders on the latest updates regarding Imperial County Public Health Department COVID-19 Guidelines on a regular basis.
  6. HUSD will continue to post resources relevant to COVID-19 from the county and state public health departments on the district website.
  7. HUSD will continue to inform staff on the district's reopening plan on the district website and via email.


Student/Parent Training

  1. Zoom parent/student meeting covering hand-washing, proper PPE use, physical distancing, and mask-wearing.
  2. Screening: parent permission/agreement including safety protocols, temperature check, completion of daily symptom questionnaire.
  3. Students and parents received information from the site staff on COVID-19 protocols, safety, and prevention measures.
  4. Signage and daily reminders are posted throughout campuses reinforcing COVID-19 protocols.
  5. HUSD will continue to train all stakeholders on the latest updates regarding Imperial County Public Health Department COVID-19 Guidelines on a regular basis.
  6. HUSD will continue to post resources relevant to COVID-19 from the county and state public health departments on the district website.
  7. HUSD will continue to inform parents on the district's reopening plan on the district website and via letters mailed home.

Appendix D: COVID-19 Training Roster will be used to document this training.

Exclusion of COVID-19 Cases

Where we have a COVID-19 case in our workplace, we will limit transmission by:


  1. Ensuring that COVID-19 cases are excluded from the workplace until our return-to-work requirements are met.
  2. Excluding employees with COVID-19 exposure from the workplace for 14 days after the last known COVID-19 exposure to a COVID-19 case.
  3. Continuing and maintaining an employee’s earnings, seniority, and all other employee rights and benefits whenever we’ve demonstrated that the COVID-19 exposure is work related. This will be accomplished by


Staff


  1. HUSD will make accommodations to allow the employee to work from home, if possible.
  2. If the employee is unable to work from home, HUSD will follow the California Employment and Labor Laws.
  3. All employees will be referred to the HUSD Human Resources Department for further guidance.


Students


  1. If a student must be excluded from in-person instruction due to exposure or symptoms related to COVID-19, they must revert to distance learning and continue classes online.
  2. If a student opts-out of in-person instruction, they will continue with distance learning and continue classes online.
  3. Providing employees at the time of exclusion with information on available benefits.

Reporting, Recordkeeping, and Access

It is our policy to:

  1. Report information about COVID-19 cases at our workplace to the local health department whenever required by law, and provide any related information requested by the local health department.
  2. Report immediately to Cal/OSHA any COVID-19-related serious illnesses or death, as defined under CCR Title 8 section 330(h), of an employee occurring in our place of employment or in connection with any employment.
  3. Maintain records of the steps taken to implement our written COVID-19 Prevention Program in accordance with CCR Title 8 section 3203(b).
  4. Make our written COVID-19 Prevention Program available at the workplace to employees, authorized employee representatives, and to representatives of Cal/OSHA immediately upon request.
  5. Use the Appendix C: Investigating COVID-19 Cases form to keep a record of and track all COVID-19 cases. The information will be made available to employees, authorized employee representatives, or as otherwise required by law, with personal identifying information removed.
    1. HUSD will follow the ICPHD reporting protocols.
    2. Reporting expectations will be in accordance with HIPPA compliance and guidance from the ICPHD.
    3. HUSD will make its written COVID-19 Prevention Program available on the district website to staff, parents, and community members.

Return-to-Work Criteria

  1. COVID-19 cases with COVID-19 symptoms will not return to work until all the following have occurred:
    1. At least 24 hours have passed since a fever of 99.5 or higher has resolved without the use of fever-reducing medications.
    2. COVID-19 symptoms have improved.
    3. At least 10 days have passed since COVID-19 symptoms first appeared.
  2. COVID-19 cases who tested positive but never developed COVID-19 symptoms will not return to work until a minimum of 10 days have passed since the date of specimen collection of their first positive COVID-19 test.
  3. A negative COVID-19 test will not be required for an employee to return to work.
  4. If an order to isolate or quarantine an employee is issued by a local or state health official, the employee will not return to work until the period of isolation or quarantine is completed or the order is lifted. If no period was specified, then the period will be 10 days from the time the order to isolate was effective, or 14 days from the time the order to quarantine was effective.

Return-to-In-person Instruction Criteria

  1. COVID-19 cases with COVID-19 symptoms will not return to in-person instruction until all the following have occurred:

Appendix A: Identification of COVID-19 Hazards

All persons, regardless of symptoms or negative COVID-19 test results, will be considered potentially infectious. Particular attention will be paid to areas where people may congregate or come in contact with one another, regardless of whether employees are performing an assigned work task or not. For example: meetings, entrances, bathrooms, hallways, aisles, walkways, elevators, break or eating areas, cool-down areas, and waiting areas.

Evaluation of potential workplace exposure will be to all persons at the workplace or who may enter the workplace, including coworkers, employees of other entities, members of the public, customers or clients, and independent contractors. We will consider how employees and other persons enter, leave, and travel through the workplace, in addition to addressing fixed work locations.

Appendix D: Investigating COVID-19 Cases

All personal identifying information of COVID-19 cases or symptoms will be kept confidential. All COVID-19 testing or related medical services provided by us will be provided in a manner that ensures the confidentiality of employees, with the exception of unredacted information on COVID-19 cases that will be provided immediately upon request to the local health department, CDPH, Cal/OSHA, the National Institute for Occupational Safety and Health (NIOSH), or as otherwise required by law.

All employees’ medical records will also be kept confidential and not disclosed or reported without the employee’s express written consent to any person within or outside the workplace, with the following exceptions: (1) Unredacted medical records provided to the local health department, CDPH, Cal/OSHA, NIOSH, or as otherwise required by law immediately upon request; and (2) Records that do not contain individually identifiable medical information or from which individually identifiable medical information has been removed.

Additional Consideration #1
Multiple COVID-19 Infections and COVID-19 Outbreaks

This section of CPP will stay in effect until there are no new COVID-19 cases detected in our workplace for a 14-day period.

COVID-19 testing

  1. We will provide COVID-19 testing to all employees in our exposed workplace except for employees who were not present during the period of an outbreak identified by a local health department or the relevant 14-day period. COVID-19 testing will be provided at no cost to employees during employees’ working hours.
  2. COVID-19 testing consists of the following:
    1. All employees in our exposed workplace will be immediately tested and then tested again one week later. Negative COVID-19 test results of employees with COVID-19 exposure will not impact the duration of any quarantine period required by, or orders issued by, the local health department.
    2. After the first two COVID-19 tests, we will continue to provide COVID-19 testing of employees who remain at the workplace at least once per week, or more frequently if recommended by the local health department, until there are no new COVID-19 cases detected in our workplace for a 14-day period.
    3. We will provide additional testing when deemed necessary by Cal/OSHA.

Exclusion of COVID-19 cases

We will ensure COVID-19 cases and employees who had COVID-19 exposure are excluded from the workplace in accordance with our CPP Exclusion of COVID-19 Cases and Return to Work Criteria requirements, and local health officer orders if applicable.

Investigation of workplace COVID-19 illness

We will immediately investigate and determine possible workplace-related factors that contributed to the COVID-19 outbreak in accordance with our CPP Investigating and Responding to COVID-19 Cases.

COVID-19 investigation, review and hazard correction

In addition to our CPP Identification and Evaluation of COVID-19 Hazards and Correction of COVID-19 Hazards, we will immediately perform a review of potentially relevant COVID-19 policies, procedures, and controls and implement changes as needed to prevent further spread of COVID-19.

The investigation and review will be documented and include:

  1. Investigation of new or unabated COVID-19 hazards including:
    1. Our leave policies and practices and whether employees are discouraged from remaining home when sick.
    2. Our COVID-19 testing policies.
    3. Insufficient outdoor air.
    4. Insufficient air filtration.
    5. Lack of physical distancing.
  2. Updating the review:
    1. Every thirty days that the outbreak continues.
    2. In response to new information or to new or previously unrecognized COVID-19 hazards.
    3. When otherwise necessary.
  3. Implementing changes to reduce the transmission of COVID-19 based on the investigation and review. We will consider:
    1. Moving indoor tasks outdoors or having them performed remotely.
    2. Increasing outdoor air supply when work is done indoors.
    3. Improving air filtration.
    4. Increasing physical distancing as much as possible.
    5. Respiratory protection.

This section of CPP will stay in effect until there are no new COVID-19 cases detected in our school for a 14-day period.

COVID-19 testing

  1. We will provide information on COVID-19 testing to all students in our exposed school except for students who were not present during the period of an outbreak identified by a local health department or the relevant 14-day period.
  2. COVID-19 testing consists of the following:
    1. All students in our exposed school will be immediately referred to get tested. Negative COVID-19 test results of students with COVID-19 exposure will not impact the duration of any quarantine period required by, or orders issued by, the local health department.

  1. If a student must be excluded from in-person instruction due to exposure or symptoms related to COVID-19, they must revert to distance learning and continue classes online.
  2. If a student opts-out of in-person instruction, they will continue with distance learning and continue classes online.

  1. We will immediately investigate and determine possible school site-related factors that contributed to the COVID-19 outbreak in accordance with our CPP Investigating and Responding to COVID-19 Cases.

Notifications to the local health department


  1. Immediately, but no longer than 48 hours after learning of three or more COVID-19 cases in our workplace, we will contact the local health department for guidance on preventing the further spread of COVID-19 within the workplace.
  2. We will provide to the local health department the total number of COVID-19 cases and for each COVID-19 case, the name, contact information, occupation, workplace location, business address, the hospitalization and/or fatality status, and North American Industry Classification System code of the workplace of the COVID-19 case, and any other information requested by the local health department. We will continue to give notice to the local health department of any subsequent COVID-19 cases at our workplace.

Major COVID-19 Outbreaks

This section of CPP will stay in effect until there are no new COVID-19 cases detected in our workplace for a 14-day period.

COVID-19 testing

We will provide twice a week COVID-19 testing, or more frequently if recommended by the local health department, to all employees present at our exposed workplace during the relevant 30-day period(s) and who remain at the workplace. COVID-19 testing will be provided at no cost to employees during employees’ working hours.

Exclusion of COVID-19 cases

We will ensure COVID-19 cases and employees with COVID-19 exposure are excluded from the workplace in accordance with our CPP Exclusion of COVID-19 Cases and Return to Work Criteria, and any relevant local health department orders.

Investigation of workplace COVID-19 illnesses

We will comply with the requirements of our CPP Investigating and Responding to COVID-19 Cases.

COVID-19 hazard correction
In addition to the requirements of our CPP Correction of COVID-19 Hazards, we will take the following actions:

  1. In buildings or structures with mechanical ventilation, we will filter recirculated air with Minimum Efficiency Reporting Value (MERV) 13 or higher efficiency filters if compatible with the ventilation system. If MERV-13 or higher filters are not compatible with the ventilation system, we will use filters with the highest compatible filtering efficiency. We will also evaluate whether portable or mounted High Efficiency Particulate Air (HEPA) filtration units, or other air cleaning systems would reduce the risk of transmission and implement their use to the degree feasible.
  2. We will determine the need for a respiratory protection program or changes to an existing respiratory protection program under CCR Title 8 section 5144 to address COVID-19 hazards.
  3. We will evaluate whether to halt some or all operations at our workplace until COVID-19 hazards have been corrected
  4. Implement any other control measures deemed necessary by Cal/OSHA.

Major COVID-19 Outbreaks of students



This section of CPP will stay in effect until there are no new COVID-19 cases detected in our school for a 14-day period.
